No, do not file it with your state. No you cannot attach the 2022 8606, include only a 2023 Form 8606 form with your 2023 tax return.  

You are the record keeper and information from the 8606 comes from the 2022 tax return. Each Form 8606 that is filed, in any succeeding tax year, is current and fully correct. It incorporates all information to date.
