I Have turbo tax 2017 DESKTOP "Home & Business". Can I upgrade to "Turbo Tax Live". If yes how do I do it?

No, you cannot upgrade from desktop to TurboTax Live. However, I would suggest you contact customer service to check if they can offer you a discount or credit by switching from your desktop to any of TurboTax online edition. You can then upgrade to TurboTax Live.
