If you are ready to e-file your return, after following the 3 steps, you should see an orange button that says " Transmit My Returns now". For more of a visual of what this looks like, please see the following thread: No start button on step 3
If you do not see the "Transmit My Returns now" button, please try logging out of TurboTax, clearing your cache and then logging back in to see if it appears.

If the website doesn't have a Button for Start for step 3 please go to a different browser - please go to the settings for that browser - please go to privacy and security - Click clear browsing data - Check the Check box for Browsing Data - Check the check box for Cookies and Other site data - and the last one is the check box for Cached Images and Files. At the top of this, there will be a box that says Time range: Change that box to All time.
Relogin and continue to file.
