No employers state id number on w2

I have entries in both blocks: 16 and 17 but no EID in 15

My state is Alabama.  Same employer provided the EID for the state last year.

You can enter the number you entered for the Federal EIN or 999999999 for the State ID number.

Does this go for New York State.  The City of NY did not provide a State ID #.
