The Federal summary page is showing a 1099 Div amount significantly higher than what was pulled in/entered from 1099 Div forms? Could it becoming from K-1s?

Dividends will compile from information that is loaded from the K-1s.

So its not double counting the dividends just taking them from the K-1 dividend income and putting them up with the other 1099 Div income?

No.  Each line on the K-1 goes to its own place.  Or rather yes Dividends can come from K-1.
