There is no document number on my state ID card because it was issue before 1/28/14. Turbo tax would not allow me to move on without the number. Can I still efile without the document number?

Yes, you can. Yo u can just leave those fields blank (including the number and state ID) to file your return if you are getting errors or do not have his information.
In most states, entering the drivers license or ID is recommended but not required.
In an effort to help protect your identity and fight tax Fraud, the IRS and State tax offices are now asking that tax filers provide their driver’s license or state issued ID number. This step is not required in order to file your taxes, for most states, but could help speed up the processing of your return and will not affect your return’s submission.
States such as Illinois and Alabama do require an ID to be provided in order to e-file this year.
For additional information, you can view the IRS information on the New Security Safeguards. or to see if your state is participating, please contact your state revenue agency.

If you have NY state ID (and under 21 ID), and you cannot view your document, you can choose "I don't have either of these forms of ID" and you can continue to progress to e-file.
