NJ Resident, NYC Employee (Paid Family Leave)

My understanding is that NJ residents who work in NYC don't have to pay NYC tax. However, are they also exempt from paying NY Paid Family Leave?

No. New York Paid Family Leave (NY PFL) is a state tax, not a city tax. Anyone who works anywhere in New York State has to pay it, even if they don't live in the state.
