If you are a US citizen or resident and your spouse is a nonresident who has been staying in the US less than 2 years, you can file jointly by making a statement to treat her as a resident. See

. You would not be able to e-file, but paper-file. Print out all the required tax forms, attach the statement and submit by mail.
If your spouse carries the J-visa and has stayed more than two years in the US, she is a resident for tax purposes. Therefore, no filing the statement is needed. You can then e-file.
