Do you have a Local Tax amount in Box 17 on your W-2G? If so, you do need a Locality Name in Box 18.
This is usually for a City/County Tax.
If no Local Tax is assessed, both Box 17 and 18 can be blank.

I am having the same exact issue - 2 forms went in fine - 2 others did not. This has to be a bug that needs to be fixed.
On your W-G, is there anything in Box 17? If not, clear out boxes 16-18 and leave all 3 blank. @Aligood
If you had local tax withheld in Box 17, you have to enter something into Box 18 (who got the tax money).
Hey that worked - had to do it in 2 steps.
I removed what was in 16, (however the actual w-2G does repeat the the local winnings in that box)
It cleared the needs review button, but got errors again when I did the smart check.
2nd step > I removed the 0.00 directly on the form in any of the boxes that were left during smart check
Ran it again and NO ERRORS in smart check.
Thanks for you help! Just hope there will be no issue with IRS missing the local winnings.
