My TurboTax return printed estimated tax vouchers for NY State, but my income won't change much for 2018. I owed NY $43 for 2017 and didn't have to pay estimated taxes.

TurboTax usually includes 4 quarterly vouchers with your printout if you didn't withhold or pay enough tax each quarter and/or year. The program does this to avoid a possible underpayment penalty on next year's taxes.
