TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer.  “21 days”  is not a promise from TurboTax or the IRS.

First, check your e-file status to see if your return was accepted:

https://turbotax.intuit.com/tax-tools/efile-status-lookup/

Once your federal return has been accepted by the IRS, only the IRS has any control.  TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.

You need your filing status, your Social Security number and the exact amount  (line 35a of your 2023 Form 1040) of your federal refund to track your Federal refund:

To track your state refund:

If you chose to have your TurboTax fees deducted from your federal refund, that will take some extra time, while the third party bank handles the refund processing.

there can be several reasons. if you want a better explanation, you can respond in this thread with what the notice says leaving off amounts and any other personal info.

basically there are three types of penalties

1)  late file penalty - only if you owed a balance and filed after 4/15

2) late payment penalty - there was a balance due that was paid by 4/15

3) underpayment of estimated tax penalty - generally you didn't pay in (withholding and estimates) for each of the 4 tax periods 22.5% of current year taxes or 25%/27.5% of prior year taxes (27.5% applies when your prior year adjusted gross income is more than $150,000. Note that the default for withholding taxes is 1/4 is assumed to be withheld each tax period but the taxpayer has the option of using actual for all 4 periods
