My son (not US citizen) was born abroad in Sept 2018, first came to US mid Dec 2018, insurance started 1/1/19. Does it qualify as an exception from med insurance penalty?

Yes, the exemption for not being a resident would apply to all months.  When an exemption applies to the partial month, it applies to the full month.

Yes, the exemption for not being a resident would apply to all months.  When an exemption applies to the partial month, it applies to the full month.
