Unfortunately, if the IRS is rejecting your return because it does not match your husband's birthdate and the birthdate on the file is correct, you may not have any chance of getting it accepted through e-file.
When you e-file the IRS database matches your name, social security number, and birthdate. If any of these three categories do not match with the IRS database, your return will have to be paper-filed.
Even though the rejection says the birthdate of your husband, have you verified that the social security number is correct and that your husband's name is all spelled correctly. Did you use a middle initial in the past and are not using the middle initial this year for some reason. These are all things that could trigger a rejection.
What are you trying to get ahold of social security for? To verify the birthdate they have for your husband. You can go online to ssa.gov and register an account for your husband and verify the information that social security has for your husband. I do not know if this will help though. The problem is with the IRS database.
A TurboTax FAQ makes that suggestion to phone SSA for users with this rejection for the sake of next year's return. It says:
"To prevent this rejection next year, call the Social Security Administration (SSA) at 1-800-772-1213 to verify their records (this is where the IRS database pulls from). If the info is wrong, please allow 4 to 6 weeks for correction."
Social Security Customer Service is usually easier to reach from late Wednesday afternoon through late Friday. There may still be a wait, however. You can put the call on speaker phone and work on something else while waiting.
