If your state accepted your return, there is nothing that TurboTax can do to help. The state does not provide any information to TT after you file your tax return. January 30 would have been very early to file a state return--many states were not accepting returns that early in the tax season. Make sure your return was actually e-filed and accepted.
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals. Some states process returns quickly and some are very slow.
