My mom passed in September 2017 but a FINAL 2017 return was not filed for her. Should I file a late 2017 return for her at this time, recognizing that it is a year late?

If she was required to file a return or had some income taxes withheld you should file a return.

If not, there is no reason to file a return. 

If you do file a return, make sure in the Personal Information section you mark deceased as there is another Form TurboTax will generate for you to correctly file the return.
