My mom is doing a return and she is paying for the Deluxe return why do I have to also pay for it?

Each return has to be paid separately per person/family. Unless she is claiming you as a dependent, you will need to pay for your own return. Depending on the types of forms you are filing, you may not need deluxe. Please see below for what each version covers:
