"Ignore the message and continue. TurboTax is incorrectly flagging the middle two digits of the ITIN that are the same as an ITIN issued prior to 2013."
If your ITIN is expiring you can renew your ITIN for free by filling out a Form W-7 and submitting the required documentation. Your W-7 application can be submitted via mail to the IRS, or you can call and make an appointment at a designated IRS Taxpayer Assistance Center.
You simply fill out the Form W-7, supply the required supporting documentation, and mail the W-7 application to the IRS.
If you do not renew an expiring or expired ITIN, the IRS can still accept your tax return, but it may delay processing it, which can impact when you get your tax refund. Expiration can also delay tax credits owed to you, such as the Child Tax Credit and the American Opportunity Tax Credit.

I tried submitting the W-7 form twice at a tax assistant center, ensuring all required documents were included. She verified and accepted the application both times. However, after seven weeks on each occasion, I received a letter from the IRS requesting additional documents, which were essentially the same ones I had already submitted. I have no idea what I'm missing. Any thoughts or help would be appreciated.
