My employer ordered tools which I am paying for, can he withhold and apply pre-tax dollars to this (thereby reducing my income)?

Okay, I am not the sharpest computer guy. I spent two weeks, on and off, trying to find access to the question I posted originally. The home page of Turbo Tax completely stonewalled me, so I finally posted a second version to the question. As soon as I did, I was able to access my previous post which had the answer I was looking for.  I then attempted to delete this post, but I am not smart enough to figure out how to do that, Hence the explanation.  Thanks to Critter for the previous answer.
