My daughter was born on November 13th and passed away November 16th. Can I claim her as a dependent for 2019?

So sorry for your loss.  Yes you can claim her.

One thing to point out here. You *MUST* have a "certificate of live birth" in case the IRS audit's you on this. Without that, the IRS will deny your claim of dependent and you'll end up paying money back to the IRS. Take note that your chances of being audited on this (by mail, not in person) in the next 24-36 months after you file is about 50/50. So that's why you want to keep the birth certificate for at least that long.
