Unless your child has a SSN that is valid for employment, they are not eligible for the Child Tax Credit.
In the personal info section did you enter a SSN for your child? If so, you will need to delete it. You can also put a check mark in the box that says, not valid for employment.
Since you will need to print and mail your return with the W7, when you get to the end of your return, you will likely see errors for her SSN. Printing and mailing will allow you to bypass this error, but TurboTax should remove the child tax credit when you tell the program she has a SSN that is not valid for employment or when you remove it totally if you entered one.

My older daughter who was 6 years old in 2021, is not eligible for a SNN. In Turbotax I did not put a SNN number for her. My youngest daughter is 2-year old and is a US citizen so she does have an SNN.
When I print the 1040 form with Turbotax, I see in line 28: $6,600 that seems to correspond to $3,000 of child tax credit for my 6 year-old daughter + $3,600 for my 2-year-old daughter. The problem is that my older daughter does not qualify for the child tax credit so the number in line 28 should be $3,600, shouldn't it?
In line 30 I see $4,200 that corresponds to 3 x $1,400 corresponding to my my wife (who also have a SNN), my younger daughter and me. My older daughter does not qualify for the Third Economic Impact Payment. So that sounds correct.
If line 28 is incorrect the how to manually change it?

To clarify
If your older daughter does not have a valid Social Security Number, you should not be getting a child tax credit for her.
Please check your 1040 near the top where the dependents are listed. Is the box checked for the children in regards to "Child Tax Credit" or "Credit for other dependents" ?

on the 1040 form there is only one checked box in the "Child Tax Credit" column for my younger daughter who does have a SNN. There is no box checked for my older daughter who does not have a SNN.

Because TurboTax does not have a social security number (SSN) or taxpayer identification number (TIN) it's possible it's picking up your child that is not eligible. Try using 999-99-9999 as the TIN for that daughter to see if the experience changes.
Once you print the tax return you must white out that number before you mail it to the IRS with your W-7.
If this doesn't correct your return for the child tax credit (CTC) then you could provide a token to allow us to review the return with all personal information removed.
It would be helpful to have a TurboTax ".tax2021" file that is experiencing this issue.

When I put 9999-99-8888 (the program generates less issues with that number than 9999-99-9999) for the SSN of my older daughter Turbotax does change the amount of refund of my federal tax return : it gives now $4,273 instead of $6,773. However I cannot print the new 1040 form since the program does ask for an additional paiement? There is no change for the California tax return.
$6,773-$4,273=$2,500 = $3,000 of child tax credit removed +$500 added for something else I cannot see without the new printed 1040 form.
