My amended return got rejected twice. Turbo Tax could not identify where is the problem or why it got rejected.

This issue was identified by several user community, but had no Turbotax response. Turbotax update email says:

FPYMT-089 - 'PaymentAmt' in the IRS Payment Record must not be more than 200% of 'OwedAmt'. If a value is not provided for 'OwedAmt', treat that value as zero.

- Please explain what it means
