My 23 year old daughter lives with my wife and I. We paid 95% of her expenses. She made $6,460. Why can I not claim her as a dependent?

You may not be able to claim your daughter as a qualifying child unless she meets certain criteria. She must be under 19 at the end of the year, or under 24 if she is a full-time student. Since she is 23, she needs to be a full-time student for at least five months of the year to qualify.
