My 21 year old daughter is a part time student and made $4900. So she no longer qualifies as a dependent. Can I claim her college expenses as deductions?

No, the person that claims the student (in your case your daughter if she is not your dependent) claims the education expenses towards a credit. 

HOWEVER; just because she made $4,900 does not mean she is no longer your dependent. A Qualifying Child can earn any amount of income as long as they don't supply more than half their own support. 

If she attended school at least part of at least 5 months, and was under 24 in 2019 she could be your qualifying child. 

 

If she is no longer your dependent, she may be eligible for a stimulus check. 

Below is a list of the requirements of a dependent by being a qualifying child: 

 

Qualifying child

RELATIONSHIP: A qualifying child can be your son, daughter, stepchild, eligible foster child, brother, sister, half brother, half sister, stepbrother, stepsister, adopted child or an offspring of any of them.

AGE: The child must be younger than you (or your spouse if filing jointly), AND at the end of the tax year, your child must have been under age 19 (or under 24 if a full-time student). There is no age limit if your child is permanently and totally disabled.

RESIDENCY: Your child must live with you for more than half the year. There are exceptions, such as being away at school, serving in the military, hospitalization and nursing home situations.

SUPPORT: Your child may not have provided more than half of their own support. Scholarships and grants are not considered as support provided by the student.

JOINT RETURN: Your child cannot file on a “Married Filing Jointly” return. (The exception is if they only file to claim a refund)

No.  Not if she cannot be your dependent.   She can claim it but it would probably  not of any benefit to her.

 

A full-time student is a student who is enrolled for the number of hours or courses the school considers to be full-time attendance during some part of each of any 5 calendar months of the year.
