My 1099-R from Fidelity Investments in Ohio is blank for box #16. TT won't let me continue w/out putting a number in the box. I realize this is not a new issue so my question is: TT, why are you requiring a number for a box that is blank?

If you don't have any taxes withheld in box 14, leave boxes 14,15 and 16 empty. If Box 14 shows State Tax withheld, enter the amount from Box 1.
