Multiple states for free

I purchased Deluxe today with the understanding that I could do multiple state returns for free but would not be able to efile them.  This info is according to the TurboTax FAQ.  However, when I try to do a second state, it takes me to a payment screen.  It does not allow data entry for the second state.  What gives?

You can do multiple returns for the same state at no additional charge. But only one state is included. If you need different states, you have to pay for the additional states.
