Minnesota state 2024 e-file not letting me submit payment

Why doesn’t Turbo Tax let me enter a payment for filing Minnesota state tax? The only information it lets me enter is my name and address. When I say to ‘continue’ it tells me my payment didn’t go through, well yeah, because It doesn’t go any further to put in any payment information! Also, my payment amount should be $15 total to file so why does it say that there will be a $40 processing fee? If I have to file using a paper copy, I want my money back that I paid for Turbo Tax to e-file. 
Also on another note, I was unable to purchase a CD this year to file 2024 taxes and had to buy a download (that I can’t return) and using this download it didn’t transfer my tax information from 2023! I didn’t have any of these problems that I am having now when I had used the CD version in the past! 

Tell me how to get my state tax e-filed for $15 OR how to get my money refunded!

Please advise to all these issues.
