I have a new Capital One savings account with the 1099-INT in hand. But adding this new account into Turbo is not asking for the FEIN. Editing older account witn new 1099-INT for this year does have that FEIN field (which I confirm is same as last year). Is this a bug?

There is no logical explanation, but it seems that sometimes when entering interest income you are asked to enter the Federal ID number and sometimes you are not. (I've experienced this when working on my own return.)
Either way, the Federal ID number is not required to be entered for reporting interest income reported on a Form 1099-INT. If you are asked to fill it in, go ahead and include it.
