For state returns like California and other states, do I have to mail W2 in? If mailing return physically?

Yes, you do. It's pretty much a universal requirement to attach Form(s) W-2 to your returns when filing, whether by mail or electronically.
See Attachments to your tax return in California's 2023 Instructions for Form 540, Personal Income Tax Booklet. (The 2024 version isn't available yet.)

What if you have multiple state returns to file and you run out of W2 copies?
Do you have a scanner on your printer? Or access to a copier?
Copies are fine? I thought they prefer original copies so wasn't sure if had to request from employer more original copies.
What is the difference between "state filing copy" and "city or local filing copy"?
@JohnW152 @xmasbaby0 I re-read turbo tax instructions. It says
Attach the following to your California tax return:
- a copy of your federal return
- any Form(s) W-2G. Also attach any 592-B, 593, and 1099s that have California withholding to the front of your return. Do not attach any Forms(s) W-2.
Are you sure we need to attach W2?
