I am 19 years old and work a part time job. I made about $3000 from Oct. 2020 Apr. 2022 , do I have to pay taxes?

You should download Publication 17 from the IRS website every year. It's free and will tell you the filing requirements for the current year.
To answer your question though, you don't need to file this year.
It goes by the year. Each year is separate. And it depends if you are a dependent or not.
If you are under 19 you can be claimed as a dependent no matter how much you make. On your return you will have to check the box that says you can be claimed on someone else's return
You don't have to file if you only have W2 income under 12,550 but you can file to get back any withholding taken out in boxes 2 or 17. But you don't get boxes 4 or 6 back. If you got a 1099Misc or 1099NEC you have to file it as self employment income no matter how small the amount.
