Yes, because you deducted the Long Term Care premium on your 2015 return and it was refunded in 2016, you should report this as Miscellaneous Income on your 2016 return.

The easiest way to find this section of TurboTax is to use the Find/Search box at the top right side of the TurboTax header. Click on the magnifying glass, type in "reimbursed deductions", hit Enter, and click on "jump to reimbursed deductions" to go directly to beginning of this topic.

Click the box beside "Medical Expenses" and follow the prompts to enter the refund you received.
