What does this mean ?
It means that TurboTax is still working on programming those tax forms into the system. There is a schedule of when tax forms will be ready when here.
What are these forms? I don't understand what they are for.

IRS Form 8582, Passive Activity Loss Limitations, is used by noncorporate taxpayers to figure the amount of any passive activity loss for the tax year, and to report the application of prior year unallowed PALs.
Form IT-213 is New York’s Claim for Empire State Child Credit.
