I have to Amend my federal taxes because I forgot to add my 1099-SA. Will this change anything for my local taxes. Do I need to correct anything on my 1040-CF form before sending it?

That form only affects the federal return  and you cannot amend the federal return until late February or until the IRS fully processes the original return and you have the original refund in hand or paid the original balance due.

Your 1040-CF would be affected by the new 1099-SA only in the fairly rare cases that 

(1) you spent money from your HSA for something other than qualified medical expenses or

(2) there was an amount in box 2 because you were having to report the earnings from an excess contribution from the previous year.

 

However, as noted, these are relatively uncommon occurrences. If neither of these happened, you can can go ahead and follow sensible Critter-3's instructions about how to amend.
