I live in WV but my employer is in VA where I travel to. Should I withhold both states taxes or do I need to only withhold one of the states, and if so which one do I withhold?

I hope you are having a great day! Since VA and WV have a reciprocal agreement between the two states, as a worker in a reciprocal state, you can fill out that state's exemption form and give it to your employer if you don't want them to withhold taxes for your work state. If you do this, make sure your employer also withholds taxes for your resident state.
Here is the Form - VA-4 for submit to your employer. You would check Line 3 per the instructions for 3(d).
