Line D Withholding is broken. It doesn't add up all 4 columns of data, only the first one. This is giving an error that prevents e-file

This prevents e-file of federal tax return. State prevents me from mailing it in due to the amount of state taxes I owe, forcing me to e-file, but I can't e-file state unless I also e-file federal. I am in a catch-22.
