The LLC is not refundable. So, you can use the credit to pay any tax you owe, but you won’t receive any of the credit back as a refund.

That makes no sense. How would you use it to pay back a loan or for other expenses if it is not refunded to you? I have gotten it in the past and was refunded 2000. For some reason this year is says I don’t qualify although I fit all three criteria

There are refundable credits and nonrefundable ones.  As stated above, LLC is nonrefundable. So it can be used to pay taxes you owe only.
