Last year I worke for a short time at a company and was paid through accounts payable. They said I won't get a w2 or a 1099 because it was less than $600 is this correct?

Yes, it is common for some employers to pay short-term employees by check rather than add them to the payroll system. 

As long as they didn't withhold income tax or SS/Medicare taxes, they don't need to issue a Form W-2.

If the amount paid is less than $600, they are not required to report the payment to the IRS (or you) on Form 1099-MISC.
