prior year AGI or PIN is incorrect see this link
I just completed returns for my brother and mother and filed them electronically. Both were rejected multiple times due to Rejection Code IND-031-04. I finally read a suggestion and tried entering their AGI as 0. That worked on both returns. Apparently, if the return was not filed through TurboTax in the prior year, the IRS does not have an electronic record of the AGI (even though the prior year return was filed with the IRS through the mail or another software). So entering a zero into the AGI field of the verification field will allow the return to go through and get accepted by the IRS. I did not have this problem with my return because I filed last year with TurboTax.
