The TurboTax program is not allowing you to choose itemized deductions on Kansas if you took the standard deduction on your Federal return. Kansas allows you to choose either standard or itemized on Kansas even if you took the standard deduction on the Federal return. The 2022 program allowed it, the 2023 program is not allowing it which is not correct. That is a software issue which requires and update.

Did you enter your itemized deductions in the federal program so that they would flow to the state return? You have to enter them in the federal software, even if you are using standard deduction for federal, if you want them to flow to the state form.
Yes, all items entered in the Federal for itemizing which flows to the Kansas, The Kansas schedule is created in the forms for KS but it defaults to the standard since the standard was used on the Federal. It is a software issue.

I am experiencing this issue on a return as well. I have entered all the itemized deductions and the program should be electing standard deduction for federal but switch to itemized deductions for my Ks return but instead it is taking the smaller KS Standard Deduction amount!!
