too late to file an extension. there will be no penalties for late filing since you're getting refunds but provided the IRS/state do not find errors that would result in you owing. also, should you need to amend later and owe, there would be late payment and late filing penalties and interest.
if you e-filed and it was rejected, you should have gotten an e-mail rejection notice. however, depending on how your mailbox is set up it may have ended up in the spam folder.
If your Form 1040 shows a refund, you don't need an extension of time to file.
Similarly, if your state return shows a refund, you don't need an extension of time from your state.
It is still possible to e-File, until Oct 15th.
You had to request an extension by April 18, 2023 so it is too late for that. However, if you are getting a refund or do not owe, there is no penalty for filing after the deadline. Online tax return preparation and e-filing for 2022 will be available until mid-October 2023; after that, you will need to use the CD/download software and the returns will have to filed by mail.
