It won't let me file without fixing the city of one of my last years w2s but it won't let me change the city either

The city is out of the U.S. and shows up like ",," it won't let me file without changing it to the correct city but it's not letting me correct it

It would greatly depend on weather you have filed it yet.

If you have not filed your return you can follow these steps to update or change your W-2:

1)    Sign into TurboTax Online.

2)    Continue your return by click Taxes > Tax Timeline > Take me to my Return.

3)    Search for W-2 (upper- or lower-case, with or without the dash).

4)    Click the "Jump to W-2" link in the search results. 

5)    We'll take you to a screen where you can edit or delete the W-2's you have already entered. If you are unable to edit the fields on your W-2, I recommend deleting the W-2 and entering it manually.
