Yes, you can still file a Tax Return for 2018 even though you are having issues with your 2017 Tax Return.

I recommend that you check your IRS Tax Account online to see if they show that you owe taxes by clicking this IRS link:   https://www.irs.gov/payments/view-your-tax-account.

You can also check with the Bureau of the Fiscal Service (BFS) at 1-800-304-3107 to check with them about any potential refund offsets on file for you.

Regarding your 2017 Tax Return, if you aren't sure where it stands at this point and you are unable to get things resolved with the IRS directly, you can contact the Taxpayer Advocate by clicking here: https://www.irs.gov/Advocate/The-Taxpayer-Advocate-Service-Is-Your-Voice-at-the-IRS .  The Taxpayer Advocate is there to help you deal with the IRS when you are unable to get things straightened out on your own.

Are you still trying to sort things out with the IRS for your 2017 return or did they adjust your return and give you a lower refund?

I am going to provide some suggestions for you in the answer above.  No matter what the situation, you should still file your 2018 return.

They just denied my refund since I couldn't give them the proof they wanted except for my identity verification which I went in and did that first then they wanted more info but I only had household employee wages at less then 1800 per each person I did work for and my son was disabled all year and was not of school age and they wanted school records showing he lived with me I couldn't give them any of the proof they wanted so they just closed it with no refund being issued
