I don't understand. Isn't the school district section part of the state interview? If the state has already been accepted, how can there still be an issue with the school district?

Can someone please help me file my 1098-A form? Everytime I try, it never accepts it. Saying I need to delete the zeroes I inputed. But I do and it still doesn't work.
