If you filed the Federal section separately, you may not be able to efile the state until the IRS "Accepts" your Federal e-file. AND, the IRS is not "expected" to start taking in tax returns until the week of ~22 January.
A state return won't get transmitted until the IRS has first accepted an e-file anyhow, so it doesn't hurt to wait.
IF the IRS "rejects" what you e-filed, then any changes required to fix that could affect your state return too, so it really is best to wait.

Where are you in the FILE section when you get your error and what is the error message? Did your state return pass Review?

Yes, there were no errors, when I click file, it takes me to my federal receipts and when I click continue it goes right back to file.
So you get past the deposit/payment info all the way to the last 'Transmit Return' when this happens? If you're using TurboTax Online, try closing the program, clear your Cache and Cookies and step through the FILE section again.
If you're using TurboTax Desktop, make sure your program is updated through the ONLINE link at the top.
