It keeps telling me to wait to file until the Cares Act updates, when will that be?

Where does is say that?  The CARES act was a year ago, the program should be completely updated.  The program may not be ready to handle all state unemployment issues related to the Rescue America Plan Act.  If you are using Turbotax installed on your own computer, you may need to check to see if there are any updates to install.
