Why am i unable to purchase another state before i use the free one

why am i unable to purchase a state file before I have used the free one that came with the purchase.  i am preparing two returns, i want to use the free state for mine and purchase states for the others.  It is making me use the free one and not allowing me to purchase another

It is programming issue, and the software will not keep track that way, you can go to yours and then just start the state and it will be taken up, then go back to friends return and buy the state.
