It appears that an additional 39.99 was withheld from my refund

TurboTax Deluxe online federal is $39.99, state is another $39.99 and if you choose the optional service to pay your fees from your federal refund, there is a 3rd $39.99 fee. You can avoid the third charge by paying your fees with a credit card before you file.
