That is really crappy Intuit Turbotax. You would think you could allow Wave to import and work with you. Why don't you want to do believe in an open internet?
While I am annoyed too, I think the problem is with Wave, not Intuit. Both Intuit and H&R Block (recent purchaser of Wave) use the TXF file format to exchange data, but Wave has never been made to export that type of file. Even H&R Block has not made a way to import Wave data, even though they have owned the company for a few years. The only integration they created is to allow their tax prep service to do our taxes for us. Think of Wave as the Apple of accounting software. It is extremely user-friendly, but it is always lagging behind when it comes to features.
You might start looking into free online tools that will convert csv to txf format. You'll have to "massage the data" (I despise corporate speak) in your exported csv file for it to work correctly.

I opened up Turbotax for Business 2020 just for kicks to see where this could be done. There is NO OPTION to import a CSV. They want you to import from QuickBooks. There's no other way to modify that selection.
I also opened a new file for Turbotax Deluxe (Personal). The only "import options" there were:
Clicking "Accounting Software" does bring you to a 2nd set of options, most of which involve some version of Quickbooks, or Quicken. But there is an option for ".TXF" file. So you'd have to convert a CSV to a TXF if you want to import into Turbotax.
