Is the california state franchise tax deductible ?

I paid the infamous $800 minimal franchise tax for my California LLC. Can I deduct is some ways ?

Yes, State Franchise Taxes are deductible to your business under Business Expenses >> Taxes & Licenses.

Only in Federal tax returns?
TurboTax Business does not allow that to be deducted in CA State tax returns. No idea why?
