I downloaded the 2019 program and was surprised to see the the FPL (Federal poverty limit) on my household of 7 was the same as last year ($37,140). I'm pretty sure it's supposed to go up every year.
So I download the instructions for form 8962 for 2019 and it says the number should be $38,060!
This makes a HUGE difference in my taxes, almost 6k!
Does anyone know if Turbo tax got this wrong?

The TurboTax software will have several updates before you can file the 2019 tax return in 2020. Go to the Review section of the program and you will see the forms and schedules availability dates for your tax return.

Click on Review at the top of the desktop program screen. Go through the Analysis section and then the screen We'll Help You Finish Your Taxes Soon will displayed with the forms and schedules that are not yet finalized with their dates of availability.
A more direct answer is yes, you are correct. Not only is the FPL from last year, but the "applicable rate" is also, making form 8962 basically worthless until it is corrected, and also meaning you cannot get any meaningful estimate of your tax bottom line. Grrr!
