Is my 2017 payment for the 2016 advance premium tax credit excess - ACA/Covered CA - deductible as healthcare premiums in 2017?

My advance payment of premium tax credit for 2016 had to be totally repaid with my 2017 federal taxes.  Since this was essentially healthcare premiums paid in 2017, can I deduct the total amount paid with my 2017 tax return?  If so, is there somewhere specific on my turbo tax return to do so?

Actually it is considered a 2016 payment because the government paid your premiums for you and when the advance credit was not allowed you need to pay back the IRS for the "loan"  it was now considered paid by you ...   and it should have been handled on the 2016 Sch A automatically.
